The Cambodian Counter Counterfeit Committee “CCCC” was established by the Sub-Decree No. 150, dated 31 October 2014 for combating all kinds of counterfeit products that harmful to health and social safety in the Kingdom of Cambodia.

The CCCC consists of 14 ministries and institutions: Ministry of Interior, Ministry of Justice, Ministry of Public Health, Ministry of Industry and Handicraft, Ministry of Information, Ministry of Tourism, Ministry of Education, Youths and Sports, Ministry of Agriculture, Forestry and Fishery, General Commissariat of National Police, General Department of Immigration, National Military Police, General Department of Customs and Excise, General Department of Cambodia Import-Export Inspection and Fraud Suspension (Camcontrol), and Department of Anti Economic Crime Police.

The Secretariat of the CCCC was established by the Prakas No. 5619 dated 23 December 2014 in order to:

Act as the General Staff of the CCCC;
– Create a system for communicating and cooperating with the general public, private companies, national and international institutions and for the exchange of experience and information-sharing with regards to countering counterfeit products;
– Seek technical and financial donors, both nationally and abroad who support their endeavor;
– Plan for the dissemination of information, education, deterrence and prevention of all products that are harmful to the health of consumers;
– Implement and cooperate with specialized working groups of the inter-ministerial department and relevant institutions to clamp down on illegal operations, according to the available procedures;
– Conduct research, investigate and evaluate all procedures in support of enforcement against counterfeiting that is a threat to health and social safety, before reporting to the department heads of taking action;
– Compile crime records, following up and cooperating with specialized bodies and the courts for submitting documents and evidence;
– Draft strategic plans and action plans for training officers of the Secretariat for upgrading the capacity in combating counterfeit goods;
– Exchange experiences between the officers of the Secretariat and expert of all relevant institutions.
