Anirudh S. Bhati, is the Executive Director at the Greater Mekong Research Center and will be speaking on legal aspects of blogging and citizen journalism in Cambodia, exploring the legal contours of laws and regulations governing speech in cyberspace.
As an emerging market economy, Cambodia provides a fascinating opportunity for study and research on a society that was largely governed by tradition and custom, and which is now transitioning towards a rules-based market economy with codified law that is often produced as a result of collaboration between local and foreign experts. In this brief talk, we will the guiding norms, principles and rules, their interaction with network architecture, which in totality place hard and soft constraints that govern user conduct in cyberspace.
About the speaker:
Anirudh S. Bhati is an India-qualified lawyer with over six years of experience counseling clients in Cambodia and India. He obtained dual degrees in commerce and law from Gujarat National Law University in India. He is attached as counsel with a Cambodian firm providing legal and business consulting services in Cambodia. He has also worked with international organizations as a consultant on constitutional and legislative matters. He is a co-founder with Wikimedia India, a non-profit dedicated to the advocacy of free knowledge. Wikimedia India is an recognized chapter of the Wikimedia Foundation, the international charity which operates Wikipedia and its sister projects. Anirudh is admitted to practice as an advocate with the Bar Council of India and the state Bar Council of Gujarat.
